The European Commission has released a „Country Strategy Paper for China“ on March 1, 2002, which sets out the framework for EU-Co-operation with China during the period 2002-2006. In contrast to what the title of this new study seems to suggest, the new paper is not a new coherent and comprehensive China-concept, replacing the old one from 1998. While this new Country Strategy Paper is an useful instrument for „guiding, monitoring and reviewing EU assistance“ towards China by outlining a development strategy concept of the EU, it is simultaneously lacking the foreign and security policy dimensions as a superior and comprehensive concept of the EU’s future relationship with China by taking into account the important implications for regional order and stability. Therewith it reflects the dilemmas and failing strategic perspectives of a real Common Foreign and Security Policy (CSFP) of the EU in general and vis-à-vis China’s complicated internal transformations and foreign policy directions for regional security and stability in particular.
